Key proposed changes highlighted in the presentation include creating clearer notice to item sponsors when items are calendared (Rule 2.12), separating mayoral appointment categories with an appendix tying appointment types to charter sections (Rule 2.18), allowing substitute or amendment introductions for charter amendments with notification to cosponsors (Rule 2.22.5), clarifying committee attendance and special meeting language (Rule 3.11), adjusting recognition and public hearing times (Rules 4.13 and 4.18), rotating the roll call order alphabetically, and clarifying duplication‑of‑file language (Rule 5.31). The clerk's office proposed that, if the amendments are accepted, the document remain in committee for two weeks to allow supervisors, staff and the public to review final edits before the full Board hearing.
A public commenter urged a specific change to the appeals hearing order so appellants and opposing parties have clearer separate time allocations; the clerk said staff would continue to work with the commenter on the language. The committee accepted the amendments of the whole, set a proposed effective date of Jan. 8, 2013 for the revised rules on the cover motion, and continued the item to the November 15 Rules Committee meeting to allow time for review.
