Committee advances e-filing for campaign statements, updates conflict-of-interest code

The Rules Committee on Dec. 6 advanced two administrative updates affecting campaign filings and conflict-of-interest reporting.
Judson True, legislative aide to Board President David Chiu, said state law (sponsored by Assemblyman Amiano in the transcript) now allows the city to forgo paper filings for campaign statements; the proposed local ordinance would implement electronic filing for statements submitted to the Ethics Commission. John St. Croix from the Ethics Commission said the office planned to implement e-filing by next summer.
The committee also reviewed a biannual update to the city’s conflict-of-interest code — an extensive ordinance that consolidates departmental lists of positions required to file Form 700 economic-disclosure statements. Staff identified clean-up items and drafting errors; the committee agreed to adopt an amendment of the whole to address edits and forwarded the ordinance to the full Board with recommendation.
What’s next: The Ethics Commission expects to implement e-filing next summer; the Board will consider the conflict-of-interest code update after the amendment language is finalized.
