Supervisors continue Saint Francis Yacht Club lease after public comments and request for more data

The Budget and Finance Committee voted to continue for two weeks a resolution authorizing a 40-year lease of a portion of Marina West Harbor to the Saint Francis Yacht Club after Recreation and Park staff requested time to gather further information about comparable leases and appraisal assumptions.
Naomi Agumbiari, general manager of the Recreation and Park Department, told supervisors that questions from Supervisor Aaron Peskin’s office had arisen since the budget analyst report was written and asked for a two-week continuance so the department could "fully investigate and respond to those issues." She said Rec and Park would compile apples-to-apples lease comparisons for committee review.
Public testimony was largely supportive of the club's youth and community programs. Patrick White said the club provides an "excellent program" with a dedicated clubhouse and dock space for youth sailing; Jack McDonald of the Treasure Island Sailing Center described an emerging partnership with the club to support community students; Debbie Shepherd and other parents described the program as empowering for students who otherwise would not have sailing opportunities. By contrast, harbor tenant Betty Foote said there had been "no real effective notice given to the berth holders or the tenants of the Marina" and requested additional outreach and communication to harbor tenants.
Supervisor Peskin moved to continue the lease matter for two weeks to allow Rec and Park to provide the requested information; the chair stated there was no objection and the continuance was ordered. The committee did not take a final vote on the lease and will revisit the item when Rec and Park returns with additional detail.
Next steps: Recreation and Park will prepare the requested lease-comparison and appraisal follow-up for the committee and the matter will be scheduled for the meeting two weeks hence.
