The Budget and Finance Committee reviewed a proposed fourth amendment to the City and County of San Francisco's hauling contract with Sunset Scavenger Company that would raise total compensation for hauling services to a figure described in the file as not to exceed $10,480,000 under San Francisco Charter Section 9.118b.
Naomi Kelly, the city purchaser, said purchasing and the Public Utilities Commission need more time to complete a competitive bid process and requested an amendment to extend the grit and biosolids (biosolids) contract for roughly six months so the city can re-bid essential services. "We will stick with 10,400,000.0 because I do need to sign the contract by October 31," Kelly said, noting timing constraints for executing a contract.
Supervisors and staff debated whether the total authorization should be raised to $10.65 million. Supervisor Aaron Peskin moved to duplicate the file, amend one version by $170,000, and continue that amended file to the next meeting so purchasing and the PUC could finalize the bid process and signatory steps. The budget analyst recommended the purchaser/PUC report back to the Board in 90 days on the status of the competitive bid process and otherwise recommended approval of the legislation; the analyst withdrew a separate recommendation after legal advice it would interfere with administrative affairs.
The committee agreed to proceed with a $10.4 million authorization to allow the purchaser to sign by the stated deadline, create a duplicate file reflecting the additional $170,000, and continue the amended file to the next week's meeting. The committee also asked for a 90-day report back on competitive-bid status from purchaser and PUC staff.
Next steps: the amended file will be returned next week for further action and the purchaser/PUC will report back within 90 days on the competitive bid process.
