Loftus nomination moves to full Board without committee recommendation after debate over MOU authority and surveillance transparency

Susie Loftus, mayoral nominee to the Police Commission, described a career in prosecution and nonprofit leadership and said civilian oversight, transparency and evidence-based policing would be priorities if confirmed.
Loftus told the Rules Committee she was concerned about MOUs that could enable surveillance and stressed transparency: "There should not be any secrets about partnerships that we have, absent...specific law enforcement investigations," she said. When pressed by Supervisor Campos on whether the commission should have final approval over MOUs involving surveillance of San Francisco residents, Loftus said she believes the commission should raise issues, hear from the community and hold the chief accountable but stopped short of saying the commission should have final signatory authority over every MOU.
Supervisor Campos expressed concern that the answer was insufficient and moved to forward the nomination to the full Board without a recommendation to allow further discussion; Supervisor Farrell supported moving the item forward. The committee approved forwarding the nomination without recommendation and without objection.
