Rules Committee advances Cecilia Chung to Health Commission after broad community support

Cecilia Chung, a longtime HIV and transgender health advocate and current Human Rights Commission member, was advanced by the Rules Committee to the full Board for appointment to the Health Commission amid broad public endorsements and discussion of Ryan White funding and health care reform.
Cecilia Chung told the Rules Committee she arrived in the United States from Hong Kong in 1984 and has long been involved in HIV and transgender health advocacy. She described firsthand experience with homelessness, public-health services and care at Laguna Honda, and said those experiences inform her priorities for the Health Commission.
Chung, who has served on the Human Rights Commission, said she would prioritize the health-care master plan, preservation of the safety net for uninsured residents and efforts to backfill reductions in Ryan White funding. “We need to really, as a city and as a whole body, figure out how we can help to backfill some of those services,” she told the committee.
Supporters from organizations including the Asian & Pacific Islander Wellness Center, UCSF’s Center of Excellence for Transgender Health and the Alice B. Toklas LGBT Democratic Club praised Chung’s lived experience and leadership. Supervisor Campos moved to approve the mayor’s appointment with a positive recommendation; the committee advanced the nomination without opposition to the full Board.
