The Rules Committee appointed three members to the Shelter Monitoring Committee after hearing presentations from multiple applicants and public commenters emphasizing the need for Spanish-language capacity and leadership on the committee.
Applicants who testified included current and former shelter residents and volunteers who described direct experience with the shelter system, outreach and language skills. Deborah Muse, a former shelter resident and volunteer, said she wants to “listen to people and see what they have to say” and help improve practices through site visits.
Committee members noted a shortage of Spanish-speaking members on the monitoring committee and moved to appoint Simon Martinez (seat 1), Deborah Muse (seat 3) and Ramon Lacayo (seat 4). The committee approved a residency waiver for Lacayo and moved the appointments forward to the Board without objection.
The appointees will join ongoing committee work on training, case management, vacancy tracking and turn-away methodology, areas that surfaced earlier during the meeting’s Item 2 discussion.
