Rules Committee recommends slate for Medical Cannabis Task Force, waives residency for one appointee

San Francisco — The Rules Committee on Sept. 15 recommended a package of appointments to the Medical Cannabis Task Force and approved a waiver of the residency requirement for one nominee.
Chair Jane Kim called the item and heard short statements from applicants for six seats. Hunter Holloman (seat 2) described his experience as a local patient-advocacy representative and a core member of the San Francisco chapter of Americans for Safe Access. "I am a medical cannabis patient in California since moving to San Francisco eight years ago," Holloman said in his remarks.
Other applicants who spoke included Marquise Osby (patient advocate), Kenneth Lima (hospice seat applicant), Martin Olive (reappointment for the MCD representative seat), Sarah Schrader (representing Americans for Safe Access) and Brent Sopi. Dr. Jean Talleyrand applied for the physician's seat and said he has worked in community clinics and founded an integrative medicine practice.
Public commenters — including patient advocates, task-force members and nonprofit leaders — largely urged the supervisors to appoint candidates with regular attendance and a strong patient-advocacy record. Multiple speakers explicitly recommended Marquise Osby and Kenneth Lima for patient-advocacy seats, and speakers praised Dr. Talleyrand's willingness to work with low-income patients and veterans.
After public comment and discussion about diversity and residency, the committee moved as a package to recommend appointments (including Hunter Holloman for seat 2; Leonard Watkins for seat 4; Martin Olive for seat 6; Sarah Schrader for seat 8; Brent Sappe for seat 10; and Dr. Jean Talleyrand for seat 15) and voted to waive the residency requirement for Mr. Watkins. Committee members said the package could move forward "without opposition." The recommendations will go to the full Board for final appointment.
Next steps: The Board will consider these recommendations at a future full-board hearing; the committee noted the task force is sunsetting next year and that the task force will continue significant work during the coming year.
