Committee approves recommendation to transfer Civic Center assessments to nonprofit manager

The Rules Committee recommended approval of a management agreement that would allow the City and County of San Francisco to transfer special-assessment revenue for the Civic Center Community Benefit District to a nonprofit management corporation.

Lisa Pagan of the Office of Economic and Workforce Development presented the resolution, explaining that the agreement would permit the city to collect assessments on behalf of the district and then transfer those sums to an established nonprofit management corporation with a board of directors. Pagan said the district was structured to last 10 years and that the agreement is required to transfer collected funds to the nonprofit.

David Harrison, chair of the interim board of the management corporation, told the committee the group has incorporated, seated an interim board, adopted bylaws, obtained 501(c)(3) exemption, formed committees and begun a search for an executive director.

There was no public opposition at the hearing. The committee took the measure "without objection" and sent the resolution forward with recommendation.

The resolution allows the city to transfer assessments collected for the special-assessment district to the nonprofit manager for implementation of services specified in the district management plan. The committee did not provide dollar amounts or a final implementation schedule in the public record; the interim board said it is working to recruit an executive director and standing committees to implement services.
