Rules Committee advances multiple board nominees, defers shelter appointments

The Rules Committee of the San Francisco Board of Supervisors advanced several nominations on procedural votes Tuesday and deferred appointments to the Shelter Monitoring Committee until all applicants can attend.
Chair Sean Ellsburn opened the special meeting and excused Chair Jane Kim. The committee appointed Richard May to the Bicycle Advisory Committee after May told members he "rides my bike everywhere" and does not own a car. The committee took the appointment "without objection" and sent it forward with recommendation.
The committee also advanced the nomination of a candidate to the SweatFree Procurement Advisory Group. The nominee, identified in proceedings as Mr. Rasoff, said he is a human-rights lawyer with about 20 years of experience working on sweatshop issues and praised the city's ordinance for its enforcement provisions. Members asked no follow-up questions and moved his application forward with recommendation.
Several assessment-appeals seats were considered. Incumbent Ms. Robinson described experience as a commercial real estate appraiser and distinguished Board 1 (commercial) and Board 2 (mostly residential) work; supervisors recommended moving Ms. Robinson and Mr. Lee into specified seats and took that motion without objection.
Other applications heard during the session included Sean Bridal, who described 13 years as a practicing lawyer and experience as an arbitrator, and Joseph Tam, who noted long service on the Commission on Assessment Appeals and his current work as a real property officer for the Public Utilities Commission. Members thanked applicants for applying; where the record indicates "sent forward" the committee acted by unanimous or uncontested voice vote.
The committee chose not to take final action on multiple Shelter Monitoring Committee seats because only a subset of the nine applicants were present; Chair Ellsburn said continuing the item to the call of the chair would give absent applicants a fair opportunity to participate. The continued items include the quarterly-report hearing (Item 6) and the shelter-monitoring appointments (Item 7).
The meeting adjourned after the committee clerk confirmed there were no further items.
The committee recorded actions as procedural recommendations to advance nominees; final appointments will be confirmed through the regular Board process or by the appointing authority as applicable.
