Rules Committee advances multiple advisory committee appointments to full board

The San Francisco Board of Supervisors Rules Committee on Thursday advanced a slate of advisory committee appointments to the full board, clearing nominees for the Eastern Neighborhoods advisory group, the City Child Care Planning and Advisory Council and the Central Market–Tenderloin Citizens Advisory Committee.
Chair Jane Kim opened the session and introduced the first applicant, Joe Boss, for the Eastern Neighborhoods advisory committee. "I've served on a power plant task force for about 10 years," Boss said, describing prior work with architects and land-use attorneys and participation in neighborhood planning. Urban Green Development principal Dan Murphy told the committee he "strongly supports Joe Boss," citing his attendance and familiarity with competing neighborhood policy issues.
After public comment, Chair Kim moved the appointment of Mr. Boss to seat number 3 and the committee advanced the nomination without opposition. The committee then continued a separate Mental Health Board appointment to the July 28 special meeting to allow the applicant to appear in person.
On appointments to the City Child Care Planning and Advisory Council (CPAC), the committee heard from Marjorie Weiss, who identified herself as executive director of San Francisco State University's Head Start program, and Barbara Manzanares, a 21‑year family child‑care provider. Graham Dobson, coordinator of the childcare planning council, urged the committee to seat the three nominees (including an absent consumer representative, Karen Birch) to meet CPAC's mandated mix of representatives. The Rules Committee moved all three CPAC nominees to the full board with recommendation.
The committee also advanced four nominees to the Citizens Advisory Committee for the Central Market and Tenderloin area: Nela C. Manuel (seniors), Robert Marquez (clients’ rights/advocacy), Dina Hilliard (business/community benefit agreements) and LJ Cirello (homelessness and supportive housing). Public commenters offered both support and criticism — concerns about conflicts of interest and the committee’s composition were raised alongside endorsements from neighborhood groups and service providers — but the committee moved the slate forward to the full board without opposition.
All appointments were forwarded to the Board of Supervisors with the committee’s recommendation. The committee recorded no roll-call opposition on these items and will place the nominees on the Board's August docket for final action.
The Rules Committee also encouraged broader outreach for volunteer committee seats and noted the mayor’s new appointments website as a tool for applicants.
The matter of several appointments will return to the full board on the schedule set by the Board of Supervisors.
