Rules committee selects four nominees for Reentry Council after lengthy review of 15 applicants

Jessica Flintoff (staff to the Reentry Council) opened the item, explaining seat eligibility: seats 1–4 require that the individual have been incarcerated in county, state or federal custody; seat 2 must have experience providing services to people exiting the justice system; seat 3 must have been released within the last two years; and seat 4 is for someone with multiple incarceration experiences. Applicants spoke in the order listed on the agenda and described lived experience and program work, including job training, case management, peer navigation and reentry program leadership.
Speakers who addressed the panel included Paneria Romeo (who said she had been released March 17, 2010, and sought to qualify for seats 1, 3 and 4), Mary Campbell (incumbent emphasizing domestic‑violence and women’s issues), Kimberly Courtney (reentry casework and placement experience with 5 Keys Charter School), Jamie Brewster (workforce training and placements), Gerald Miller, Hobert Bobby Lee, Ronnie Muniz and others. Public endorsers read letters or offered testimony about candidates’ ability to place program graduates in jobs and deliver reentry services.
Supervisors discussed diversity, incumbency and residency; several supervisors expressed support for Kimberly Courtney and Viet Mike Ngo for specific seats and for maintaining some incumbency for continuity. After discussion, the committee recorded a motion to forward Gerald Miller for Seat 1, Kimberly Courtney for Seat 2, Mike Noe for Seat 3 and Ronnie Muniz for Seat 4. The chair indicated the committee could advance these nominations "without objection." The nominations will go to the full Board of Supervisors and the mayor for final appointment or confirmation as appropriate.
