Supervisor Scott Wiener introduced an ordinance to modify campaign‑consultant registration and disclosure rules and place a measure on the November ballot. The changes would align campaign‑consultant reporting with the city's lobbyist ordinance by requiring electronic filing, moving from quarterly to monthly reports and standardizing fee structures.
John St. Croix, director of the Ethics Commission, told the committee the lobbyist ordinance update implemented in 2009 streamlined filing and improved transparency; he described the proposed campaign‑consultant changes as a natural follow‑up. "We wanted more information about their contacts and their activities, and we wanted them instead of reporting quarterly to report monthly," St. Croix said, adding that implementation of the lobbyist reforms had been largely seamless.
There was no public comment on the item. Supervisor Wiener moved to forward the ordinance to the full Board with a positive recommendation; the committee agreed to send it forward.
