At the start of the June 23 meeting the Rules Committee moved several procedural appointments to the full Board with positive recommendations. The committee approved forwarding a motion appointing Ross Mercarini, John Avalos and Eric Marr to the Association of Bay Area Governments—9 Executive Board (terms ending 06/30/2013) without public opposition.
On Item 2 the committee considered two appointments to the Bay Area Regional Interoperable Communications System Authority (BayRICS). Applicants who addressed the committee emphasized the importance of regional radio interoperability for public safety. One applicant told the committee, "I would very much appreciate being appointed to the BayRICS board. I think interoperability is critical to the region, especially as it applies to public safety." The committee also approved a residency waiver for one seat and moved the appointments forward as a committee report.
Both actions were forwarded to the full Board as committee reports without recorded opposition.
