Rules Committee recommends several appointments and moves litigation items after closed session
Summary
The Rules Committee approved positive recommendations to the full board for nominees to three advisory bodies (including Donna Adkins to Developmental Disabilities Area Board 5 and Chris Angonco to the Eastern Neighborhoods advisory committee), filed an item with a withdrawn applicant, and after a closed session moved items 6–8 forward with a motion not to disclose.
At the June 16 Rules Committee meeting, Chair Jane Kim and colleagues advanced several personnel and procedural items to the full San Francisco Board of Supervisors.
Item 1 (Veterans Affairs Commission) was called and the committee learned the sole applicant had withdrawn; the committee moved to file the item without opposition. Item 2 (a District 6 appointment to the Western SoMa citizens planning task force) was handled administratively because the appointment is made by the District 6 supervisor and the chair; the committee filed the item and moved it forward.
For Item 3, nominee Donna Adkins told the committee she has served nearly three years on Developmental Disabilities Area Board 5, spent a recent year as board secretary, and worked with Golden Gate Regional Center, ARC and other partners on community access, transition planning and case management. She also described two years in Albuquerque working with a crisis-intervention team to train police officers on interacting with people who may have developmental disabilities. The committee moved and approved a positive recommendation to the full board for Ms. Adkins on June 28 without opposition.
Item 4 nominee Chris Angonco introduced herself as an urban planner and SoMa resident with master's degrees in public administration and urban planning; she said her priorities on the Eastern Neighborhoods Citizens Advisory Committee would include transit access and pedestrian safety. Public comment on Item 4 included criticism that the task force had low public attendance at recent meetings and that neighborhood voices were not sufficiently engaged. The committee moved and recommended Angonco to the full board without opposition.
The committee then convened a closed session to discuss pending claims and litigation involving the city. Deputy City Attorney Cheryl Adams reported that the committee met in closed session and said the committee would move items 6, 7 and 8 forward with recommendation. The committee voted not to disclose the closed-session discussion and returned to open session; the meeting was adjourned.
No formal contested votes were recorded on the appointments in committee; all recommendations advanced without opposition.
