The Rules Committee reviewed five applicants on March 3 for three seats on the Citizens Committee on Community Development, a body that advises on Community Development Block Grant (CDBG) allocations.
Applicants included Charlie Skamas, Utuma/Atuma Belfry, Nicole Rivera (who currently serves as a field representative for Congresswoman Nancy Pelosi), and Peter Cohen. Belfry emphasized her Bayview-Hunters Point roots and workforce-development experience; Rivera cited prior service on the committee and her federal liaison work. Several community organizations and individuals spoke in support of Belfry and other nominees during public comment.
Committee members discussed the committee’s role amid federal budget uncertainty: a representative from the mayor’s office noted the U.S. House had recommended a 62.5 percent cut to CDBG funding, and that even a smaller cut would have a major impact on community-based organizations. After discussion, the committee moved a slate of nominees forward; a motion to move Nicole Rivera to a seat passed with two ayes and one no (Supervisor Kim voted no). The recommendations will appear as committee reports before the full Board at the March meeting.
