Rules Committee appoints advisory members to SoMa fund and workforce panel; Sweatfree item continued

The Board of Supervisors Rules Committee advanced several advisory-board appointments at its Dec. 2 meeting and continued one item to allow applicants to appear in person.
Chair David Campos opened the meeting by praising Linda Wong, the clerk of the committee, for her “tremendous professionalism and excellence,” then turned to appointments. The committee continued consideration of two nominations to the Sweatfree Procurement Advisory Group after the Office of Labor Standards staff reported quorum problems and said both candidates were unavailable to attend; Supervisor Eric Marr moved to continue the item so applicants could appear in person and the motion was taken without objection.
On the SoMa Community Stabilization Fund Community Advisory Committee, the panel heard brief statements from multiple applicants and public supporters. Connie Ford, who represents labor and is secretary-treasurer of OPEIU Local 3, described her two prior terms and work with South of Market nonprofits. Ada Chan, seeking reappointment to the housing seat, described her background in neighborhood design and affordable-housing development. Alan Manalo, artistic director of Bindlestiff Studio, and Thomas (Temprano) Temprano of the Renaissance Entrepreneurship Center also spoke about their ties to SoMa and small-business and arts organizations.
Supervisor Marr moved to reappoint Connie Ford, Ada Chan and Judith Baker to seats 2, 4 and 6 and to appoint Alan Manalo (seat 5) and Thomas Temprano (seat 7); the motion included a waiver of the residency requirement for Chan and was taken without objection. The committee will forward the appointments as a committee report to the full Board.
The committee also filled a Workforce Investment Community Advisory Committee seat. After hearing from nine applicants, including Marcy Orozco of Harbor House and Terry Goodwin of The Arc of San Francisco, the committee voted to appoint Cheryl Davis, citing her prior service on redevelopment and community boards and experience coordinating service providers. Chair Campos said Davis’s record distinguished her among the applicants. The motion to appoint Davis was taken without objection.
No roll-call vote totals were recorded in the committee hearing; the minutes reflect that motions to appoint were accepted by the committee without objection and will be placed on the Board agenda as committee reports.
