Rules Committee advances Paul Kelly nomination for Relocation Appeals Board to full Board (2–1)

The Rules Committee on Feb. 3 voted to send Mayor Gavin Newsom’s nominee, attorney Paul Kelly, to the full Board of Supervisors for confirmation to the San Francisco Relocation Appeals Board.
Kelly, who described himself as a San Francisco attorney and small-business owner, told the committee he has trial experience and has reviewed applicable relocation laws. He acknowledged he had not attended prior Relocation Appeals Board meetings but said he had met with board staff and had relevant public-agency law experience.
The committee discussed two previously resolved allegations of inappropriate conduct that had been raised privately before the hearing. Kelly said he was surprised by those mentions and stated he did not believe they would prevent him from serving. Eugene Flannery, the executive secretary of the Relocation Appeals Board, said he had met with Kelly and had “heard nothing of these intimations of inappropriate conduct” and urged the committee to approve the nomination.
Supervisor Ellsberg moved to send the nomination forward with a recommendation; Supervisor Mark Farrell seconded. A roll-call vote followed: Ellsberg, aye; Farrell, aye; Kim, no. The motion passed 2–1, and the nomination will go to the full Board.
Next steps: the nomination will be scheduled for a full Board confirmation vote.
