Rules Committee continues city election-day registration ordinance pending November ballot, flags $420,000 fiscal impact

The Rules Committee reviewed an ordinance to amend the San Francisco Municipal Election Code to establish procedures for election-day and late voter registration tied to Proposition E on the Nov. 2 ballot.
Deborah Newman of the Budget and Legislative Analyst's office told the committee the ordinance would implement the charter amendment if voters approve it and warned of a fiscal impact: "it's estimated to cost approximately $420,000 per exclusively municipal election." Newman said the proposed procedures would apply only to exclusively municipal elections (odd-numbered years) and recommended the item be continued pending the November election and referred to the Budget and Finance Committee because of its fiscal impact.
Committee members asked for no public comment and agreed to continue the item to the call of the chair; President David Chu moved to continue the item and the motion carried.
