Supervisor Chris Daly’s proposal to amend the city charter to require the mayor to appear personally at a regularly scheduled Board of Supervisors meeting each month prompted vigorous debate on July 1. Daly framed the measure as a transparency and governance reform, citing earlier ballot language and public support for regular legislative‑executive exchange; opponents questioned mandating appearance and flagged practical and political concerns.
Daly recalled prior ballot efforts (including 2006) and argued that asking the mayor to meet once a month would strengthen public dialogue and reduce perceptions of back‑room dealmaking. "Let's have discussions about whether these ideas are good ones... in open and in public," Daly said.
Opponents, including some supervisors, said a charter mandate is overly prescriptive and unnecessary if future mayors choose to attend voluntarily. Supervisor Alioto Pier said she supports more engagement but was reluctant to enshrine a monthly requirement in the charter; other supervisors voiced support for Mayor attendance at specific hearings such as high‑profile (Bielenson) hearings if deemed appropriate.
Public commenters supported more mayoral engagement, saying regular appearances would make the executive more accountable to communities. The committee recorded a split vote and forwarded Item 4 to the full Board without a committee recommendation so the larger body can take up the political and practical trade‑offs.
