Rules Committee backs a slate of local appointments; chair urges follow-up on vacancies

The Rules Committee recommended appointments to the Sunshine Ordinance Task Force, Eastern Neighborhoods advisory body and SweatFree Procurement Advisory Group and forwarded a Children & Families First Commission nomination; the committee also waived a residency requirement for one SweatFree nominee.
The San Francisco Board of Supervisors Rules Committee on March 4 considered several appointments and took actions to forward nominees to the full Board.
Sunshine Ordinance Task Force: Chair David Campos invited four applicants to present for one vacancy on the Sunshine Ordinance Task Force. Bruce Wolf, a two-term former member, described his history on the task force and emphasized enforcement and electronic-records expertise; Hope Johnson and David Snyder also presented. After public comment supporting Wolf's experience, Supervisor Eric Marr moved to recommend Bruce Wolf; the motion was taken without objection and the application was forwarded to the full Board with a positive recommendation.
Eastern Neighborhoods Citizens Advisory Committee: With two seats open, Cynthia Scully and Matthias Mormino each made brief statements about neighborhood planning and public-health concerns. Supervisor Marr moved to appoint both candidates (one nominated by Supervisor Maxwell and one by Supervisor Campos); the committee took the motion without objection and will forward the appointments to the Board.
SweatFree Procurement Advisory Group: Jason Oehringer described the advisory group's history and implementation challenges for sweat-free procurement ordinances. Carmen Herrera, staff to the advisory group, asked the Committee to reappoint Sarah Church (absent). Supervisor Marr moved and the committee forwarded the reappointments. Later in the meeting the committee specifically moved to forward Sarah Church's application to the Board with a waiver of the residency requirement.
Children & Families First Commission: Item 3 had one applicant (Twyla/Tewela Brown) who was not initially present. The committee later returned to the item and, after confirming qualifications, moved to appoint Ms. Brown for an indefinite term; that recommendation was forwarded to the full Board.
Procedural items: The committee also voted to convene in closed session on litigation items 7 through 11 and acted to maintain nondisclosure for those matters; it then returned to open session and adjourned.
Outcome: Recommended appointments and motions were forwarded to the full Board, largely on voice consent or without recorded objection; the committee requested that applicants and departments remain engaged as upcoming seats and expirations will create further appointment opportunities.
