Rules Committee approves changes to Eastern Neighborhoods advisory committee and reintegrates Western SoMa representation

The Rules Committee approved amended legislation to change membership and appointing authority for the Eastern Neighborhoods Citizens Advisory Committee (EN CAC) to better reflect Western SoMa’s reintegration into the broader Eastern Neighborhoods planning process.
Supervisor Chris Daley presented amendments to add four Western SoMa seats (initially nonvoting) that would become voting members when the Board approves legislation integrating Western SoMa area impact fees into the Eastern Neighborhoods impact fee program. Planning staff supported the approach, noting it creates a proportional representation from Mission District neighborhoods and provides a clear path for Western SoMa to rejoin the larger process.
Task force leadership from Western SoMa spoke in support, saying the area was not intended to be isolated from the broader rezoning and impact‑fee discussion. The committee adopted the amendment of the whole and forwarded the measure to the full Board with a recommendation.
Next step: the ordinance, as amended, will go to the full Board for final approval.
