Mayor activates EOC and requests booms after morning fuel spill; city coordinates with Coast Guard and state agencies

City officials told the Rules Committee on Nov. 5 that an early-morning fueling incident resulted in a release of fuel into San Francisco Bay. The amount is currently imprecise; the mayor’s office said it appears to be “more than 100 gallons but less than a few thousand gallons,” and emphasized that estimates are provisional as tides and winds affect distribution.
Coast Guard and state Fish & Game took the lead on the incident command structure; the city activated an Emergency Operations Center to coordinate department responses and deployed port resources and staff to assist. The city requested booms be placed around Treasure Island and Yerba Buena Island and requested protection around sensitive shoreline habitats including Mission/Islais Creek and Heron’s Head Park.
Officials said the Maritime Safety and Response Company (MSRC) and Coast Guard are leading containment and cleanup; those teams are using booming and skimming equipment and working to remove surface sheen before it sinks. City staff asked residents to avoid recreational use of affected waters while response continues and to call 311 for updates. The City will track response costs and seek reimbursement as appropriate.
Officials emphasized that coordination among city, state and federal agencies has improved since a larger 2007 spill and that the current response benefits from recent training and additional equipment acquisitions.
