Rules Committee appoints two community representatives to workforce advisory committee

The San Francisco Board of Supervisors Rules Committee on Dec. 3 appointed Corinne Buchanan and Cameron McHenry to two open seats on the Workforce Investment Community Advisory Committee, which advises the Workforce Investment Board on service delivery for residents with barriers to employment.
Corinne Buchanan, community programs director at the Women’s Building in the Mission District, told the committee she runs job-search assistance, free tax-preparation clinics, English classes, legal referrals and other services for low-income residents, formerly homeless people and returning citizens. "I meet a lot of people that also visit those sites and have feedback about their experiences," Buchanan said, and she said she could bring that on-the-ground perspective to the CAC.
Cameron McHenry described four years as manager of the Supportive Housing Employment Collaborative, a partnership of seven agencies serving supportive-housing tenants, and said the Shec partners have worked with the San Francisco Office of Economic and Workforce Development and one-stop centers to review outcomes and improve access for formerly homeless tenants. Supervisor Ross McCreame spoke in support of McHenry’s appointment, saying she represented the collaborative experience the city needs at the table.
Dexter Lugat Gordon of OEWD told the committee that the CAC is established by city ordinance and is intended to provide diverse community input; he said OEWD had stepped up outreach in recent weeks (one-pagers, targeted phone calls and staff outreach) after a low initial applicant pool and that three nominees already submitted were people of color and women.
Public commenters urged the new appointees to press for stronger local-hire results. Espinosa Jackson of Bayview Hunters Point urged the committee to move beyond ‘‘good faith efforts’’ on hiring. Joshua Arce of BrightLine Defense Project urged that the CAC consider mandatory local hiring as a next step to guarantee jobs for economically disadvantaged San Franciscans.
Supervisor Chris Daley moved to appoint Buchanan to seat 1 and McHenry to seat 2; Chair David Campos asked if there were objections, and none were raised. The committee approved the appointments and said staff would expedite consideration of the remaining vacancy.
The CAC’s membership, statutory description and OEWD’s recruitment role were discussed in the hearing; the committee did not adopt further conditions at the meeting. The appointments will be transmitted to the full Board on Dec. 15 as part of the committee’s consent recommendations.
