Rules Committee advances small-business recognition ordinance and Mills Act code update

On Nov. 19 the Rules Committee advanced two ordinances to the full Board.
Supervisor Michaela Alioto Pier introduced an ordinance that would add an administrative-code process permitting the Small Business Commission to declare an annual "small business month" and establish a recognition selection process. Regina Dickendresi, director of the Office of Small Business, told the committee the office supports the proposal and looks forward to implementing recognition events with district supervisors.
Supervisor Elliott introduced amendments to chapter 71 of the San Francisco Administrative Code to reflect a charter change that created the Historic Preservation Commission (HPC). Tara Sullivan of the Planning Department explained the code update would send Mills Act contract review to the HPC (rather than the prior two-step process), set timelines for the assessor-recorder and expand categories of eligible properties (including properties on the California Register and contributing properties within listed districts). Jack Gold of San Francisco Heritage urged broader use of the Mills Act but noted application fees are a deterrent and asked the city to consider fee adjustments.
Both items were moved forward by the committee "without objection" and will appear on the Board agenda for further consideration.
