The Rules Committee voted to forward to the full Board proposed amendments to the Campaign and Governmental Conduct Code intended to clarify definitions, align reporting requirements, and make public financing administration more efficient.
Supervisor Chris Daley, who introduced the ordinance after work with the Ethics Commission, said the package represents "a year's worth of work" addressing implementation issues following recent elections. John St. Croix, Executive Director of the Ethics Commission, described the measures as a mix of technical fixes and substantive clarifications — for example, adjusting the conditions under which a candidate may qualify for public financing if a prior finding of intentional violation exists, and indexing certain expenditure ceilings for inflation to ease day‑to‑day administration.
Deputy City Attorney John Givner and ethics staff described non‑substantive conforming amendments circulated at the hearing. The committee accepted the amendments and forwarded the ordinance to the full Board with a recommendation.
