Rules Committee advances a slate of uncontested appointments and tests consent agenda

Chris Daley, chair of the San Francisco Board of Supervisors Rules Committee, opened the meeting by saying the committee would try a consent agenda for ‘‘items that I deemed to be largely non, controversial’’ to speed consideration of single-applicant appointments.

Using that approach, the committee bundled several routine nominations and advanced them to the full Board. The clerk said items 1–7 would be acted on by a single roll call vote unless a committee member or member of the public asked to pull an item for separate consideration; no one requested removal and the consent agenda was adopted without objection.

The committee heard multiple appointment items in sequence. For Item 8, the committee considered three appointments to the Graffiti Advisory Board (terms ending 04/10/2011). Committee members noted one residency waiver request for Miss Lord and moved the item forward with recommendation.

Item 9 covered two seats on the Bicycle Advisory Committee (terms ending 11/19/2010). One returning applicant said he had ‘‘very much enjoyed my time on the BAC’’ and described his role as secretary and his push for ‘‘more aggressive bike facilities such as cycle tracks.’’ Another applicant introduced himself as Mark Brett of District 3 and outlined work on bike parking and Caltrain access, telling the committee he would ‘‘be very happy to do [the work].’’ Both applicants were moved to the full Board with recommendation.

Item 11, appointments to the Asthma Task Force (terms ending 07/01/2011), drew no substantive questions and was advanced.

Item 12 addressed two appointments to the San Francisco Health Authority (terms ending 01/15/2010 and 01/15/2012). Maria Listery introduced herself as a longtime consumer representative and said she was ‘‘proud to represent the members of [the advisory] committee and all the beneficiaries of the San Francisco plan.’’ Sue Curran, who identified herself as ‘‘the chief executive officer for San Francisco General,’’ said she would ‘‘be happy to serve on the board.’’ The committee moved both nominations forward and requested a residency waiver as noted in the motion.

The committee returned to Item 10 (one seat on the Immigrant Rights Commission, term ending 06/06/2010). Commissioner Joaquin Gonzalez presented his record on immigration and sanctuary policy, saying he had ‘‘expressed my public disappointment’’ with perceived erosion of the city’s commitment and that ‘‘the city should continue to assert itself as a sanctuary city.’’ Members asked about commission demographics; Gonzalez said the commission currently has a gender imbalance and lacks Filipino representation and said he wanted to continue representing that community. Adrian Pines of the Office of Civic Engagement and Immigrant Affairs corrected the record about current female membership and noted pending mayoral appointments that would increase female representation.

All nominations on the agenda were sent to the full Board with recommendation; motions passed without objection. Chair Daley closed the meeting, noting the committee will soon handle a larger batch of charter amendments that will require longer discussion.

What’s next: these recommendations go to the full Board at its next Tuesday meeting for consideration on second reading or final approval.
