Rules Committee advances series of routine appointments and approves conflict-of-interest code updates

The Rules Committee on Monday moved several routine appointments and an ethics-code update to the full Board of Supervisors with recommendations.

Items forwarded included a Golden Gate Bridge District appointment and a California State Association of Counties board nomination early in the agenda. The committee also endorsed Diane Matsuda for a Historic Preservation Commission seat and tabled an alternate nomination, following public support and review of her qualifications. Anne Wintraub (Bay Area Library & Information System advisory board) received committee support after public comment about vacancy notice timing; the clerk said the Maddy Act listing had been posted on the clerk’s web site in December.

The committee also forwarded two nominees to the Commission on Aging and reappointed three members to the In-Home Supportive Services Public Authority, citing their work on aging and disability issues. The city attorney’s office presented corrected formatting for proposed amendments to the Campaign and Government Conduct Code that update the list of designated employees required to file financial disclosure statements (Form 700); supervisors approved moving the amendments to the full board with recommendation.

Most routine items passed or were forwarded without objection. In one public comment on the library appointment, a speaker asked the committee to “stop the corporate rate” and questioned the relationship between Friends organizations and foundation gifts; another commenter asked the committee to postpone a library appointment to allow additional applicants to apply after a perceived posting omission. The clerk confirmed the vacancy was listed on the web site under the Maddy Act in December.
