Rules Committee forwards local board appointments and continues several matters

The Rules Committee moved several appointment items to the full Board with recommendation after hearing from applicants and members of the public.
On the Library Citizens Advisory Committee the committee recommended reappointing incumbent Ted Bamberger (or similar spelling in the record) and granted a residency waiver for youth-applicant Houston Garcia, forwarding both names to the full Board. The Asthma Task Force item was unanimously recommended without public objection.
For the Mental Health Board (Item 7) the committee heard multiple applicants for three seats, including consumer and clinical seats. Supervisors moved to send three candidates — Errol Wisham (consumer), Dr. Mary Ann Jones (clinician), and Virginia Wright (incumbent, seat continuation discussed) — forward to the full Board with recommendation.
The committee also read a third draft charter amendment concerning rainy-day fund withdrawals and potential required appropriations to the school district; after public comment the committee continued that charter amendment to the call of the chair for further processing and election scheduling. Deputy City Attorney advised the committee before it recessed into closed session on pending claims and litigation; the committee moved items 9–12 forward with a nondisclosure motion recorded for litigation matters.
