Rules Committee forwards multiple appointments, splits on Urban Forestry seat

On appointments, the committee moved to forward Supervisors Chris Daley and Eric Marr to the Bay Area Air Quality Management District Board. The Health Authority nominated Eddie Chan (introduced by Rich Rubinstein) and the committee forwarded his name with a residency waiver.
The committee considered multiple advisory and task force applications. For the Childcare Planning and Advisory Council, Melinda Kantor Levy presented her background in early childhood education; the committee recommended both applicants with residency waivers. The Voting Systems Task Force drew many applicants with expertise in elections and open‑source technology (including Elizabeth Bergman, Brent Turner, Gregory Miller and others); because additional applications arrived after the agenda had been prepared, the committee agreed to continue the item to the next meeting for a fuller, fair process.
A contested decision came on the Urban Forestry Council seat. Several applicants testified and many public speakers urged reappointing incumbent Terry Milne for continuity and experience. A motion to forward Matt Tchaikovsky failed on a roll call (Chu: aye; Campos: no; Daley: no). A subsequent motion to forward Terry Milne passed (Chu: no; Campos: aye; Daley: aye) and the committee sent Milne’s name to the Board with a recommendation.
Other items moved included the SRO task force appointment (Matthias Marino) and several asthma task force seat adjustments and forwards. The committee met in closed session afterward and directed staff to move items 13, 14, 15 and 17 to the March board meeting as committee reports with recommendation; item 16 was moved without recommendation. The committee adjourned.
