Rules Committee forwards wide slate of mayoral appointments, asks ethics review on one filing

The San Francisco Board of Supervisors Rules Committee advanced a large slate of mayoral appointments and reappointments Wednesday, sending most with a recommendation to the full Board and asking the Ethics Commission to review one candidate’s financial disclosure.
Clerk read the day’s agenda and several grouped items, and the committee routinely voted to forward appointments to the full Board. Items sent with positive recommendations included appointments to the Local Agency Formation Commission (LAFCO), the Association of Bay Area Governments executive board and the Golden Gate Bridge, Highway and Transportation District. "The items on the agenda today that are recommended will go to the full board on Tuesday, February 24," the clerk said when reading the calendar.
Public comment ranged from support for the LAFCO nominees to appeals for broader consideration of environmental priorities. "I'm actually speaking in favor of all 3 appointments to the LAFCO appointments today," said Tony Kelly of the Patrol Boosters Neighborhood Association, who urged the committee to prioritize community choice aggregation and shutting down the Moran power plant.
The committee handled multiple paired "approve/reject" items for a single appointee — a routine Rules Committee practice under Charter Section 3.100 that brings mayoral appointments before the Board for public hearing and oversight. In one contested BCDC appointment the clerk called a roll: Supervisor Chiu voted "No," while Supervisors Campos and Daly voted "Aye," a 2–1 tally that preceded the committee’s decision to continue that item to a future meeting for further consideration.
The panel also addressed a paperwork question. Deputy city attorney staff reminded the committee that candidates appointed under Charter Section 3.100 are effective on delivery of the mayor’s appointment letter and must file a Form 700 within 30 days; the deputy city attorney advised that certain spouse interests may be reportable under the city’s Governmental Conduct Code. Because committee members had questions about whether an appointee’s filing was complete, they asked the clerk to send a committee letter to the Ethics Commission to vet the Form 700 and report back.
What’s next: Most items will go to the Board of Supervisors on the stated calendar date; the BCDC appointment was continued for additional committee consideration and two items were forwarded to the Board without recommendation pending the Ethics Commission’s review.
