The Rules Committee addressed multiple procedural and appointment items during the morning session.
Madam Clerk explained that items 7, 8 and 9 (relating to the mayoral appointment of August Longo to the Human Rights Commission and alternate positions) were not processed in time to meet the 30-day transmittal requirement and therefore cannot go forward to the Board. The committee moved to table those items and took the motion without objection.
Item 10 (appointment to the Graffiti Advisory Board) was continued to the October 23 meeting after the committee was informed the board could not attend. The committee also heard item 3 (a reappointment hearing for Rose Russo) and moved the reappointment to the full Board with recommendation.
For the Treasury Oversight Committee, nominees Ben Rosenthal and Todd Rotstrom were introduced; Pauline Marks of the Treasury and Tax Collector's Office described the committee's role to review the treasurer's investment policy and require an annual audit. Ben Rosenfield, the city controller, said he would assume a seat on the committee. Those appointment items were moved to the full Board as committee reports for October 7.
All procedural motions recorded in the transcript were taken without objection; no roll-call vote tallies were recorded in the committee transcript.
