Rules committee forwards reentry council and whistleblower ordinances to full board

Supervisor Mark Mercarimi led presentation of an ordinance to establish a Reentry Council to coordinate services for people returning from county, state and federal incarceration. The ordinance, amended to add juvenile placements to its scope and to increase membership from 19 to 21, passed the committee and will go to the full Board of Supervisors with the amendments attached. Jessica Flintoff, coordinator of the Safe Communities Reentry Council, described the planned collaborative staffing model (DA, Public Defender, Mayor) and emphasized links to workforce, housing and health partners.
Separately, the committee approved technical amendments to an ordinance implementing the Controller—s whistleblower program (Charter Appendix F). Peg Stevenson of the Controller—s office described confidentiality protections, reporting mechanics, and a designated oversight liaison from the Citizens— Bond Oversight Committee; the committee accepted two small edits suggested by the Ethics Commission and moved the measure forward with recommendation.
Both items received favorable committee action and will be scheduled at the full board. Staff were asked to prepare any required implementation language and reporting benchmarks.
