The Rules Committee considered an ordinance requesting the Ethics Commission prepare identification badges for registered lobbyists and asking lobbyists to wear them when making contacts with city officials. The sponsor described it as a straightforward transparency step; at least one public commenter urged also keeping a log of lobbyist visits so community advocates can track access.
Some supervisors questioned whether the badges would be effective and raised concerns about carve‑outs and preemption issues for lawyers and other professional advocates who may not be categorized as lobbyists; one supervisor said the idea “adds little” and preferred further stakeholder discussion. The committee agreed to continue the item to the next scheduled Rules meeting (Aug. 7) for additional input and drafting refinements.
No final ordinance was adopted; the committee sought further work with the Ethics Commission and consideration of attorney/consultant exemptions and implementation details.
