Rules Committee forwards two Animal Control and Welfare Commission nominees to full Board after lengthy public support

Angela Padilla, who said she has been an attorney since 1991 and has worked for years rescuing and rehabbing dogs, described her work with rescue groups and the policy priorities she would bring, including better coordination among city departments, stronger public education on spay/neuter and tethering, enforcement of neglect/abuse laws, and stricter sourcing standards for meat served in public institutions.
Incumbent Commissioner Christine Garcia, present to seek reappointment to seat 2, summarized two items she has on the commission’s agenda — a humanitarian arts ordinance and a ‘no‑kill’ initiative — and described her prior service as secretary, vice chair and chair of the commission. Members of the public and several commission colleagues offered extensive testimony in support of Garcia and Padilla, citing pro bono litigation, rescue work, training programs, coalition building on the San Francisco Zoo ordinance and other conservation efforts.
Committee chair Chris Dailey said the panel lacked a full complement of voting members and opted to recommend Dr. Gordis for seat 7 while forwarding both Garcia’s reappointment and Padilla’s application to the full Board so the full complement of supervisors could decide. The clerk was asked to place both names on the next full Board calendar.
The committee closed public comment after a long lineup of speakers representing rescue organizations, legal advocates and commissioners, and moved the matter on to the full Board for final action.
What happens next: The names of Dr. Gordis, Angela Padilla and Commissioner Garcia will be placed on the Board of Supervisors calendar for confirmation. No final Board vote was taken at this Rules Committee meeting.
