Supervisor Peskin presented a third draft on June 27 to create an independent Landmarks Preservation Board with decision‑making authority for historic resources. The sponsor proposed lengthening the planning commission’s review period from 30 to 45 days and said he would circulate a fourth draft after public comment.
Planning Department staff and the planning commission expressed support but raised concerns about how multiple entitlement projects (historic preservation work combined with conditional use or variance requests) would be handled and requested an opportunity to retain oversight in certain cases. The sponsor said he was open to conforming changes.
Preservation advocates and organizations, including San Francisco Architectural Heritage, the preservation consortium, and neighborhood groups, generally supported the measure but asked for clarity on qualifications for board members, CEQA/NEPA roles, the preservation officer position and annual staffing/budget review.
After public comment and brief committee discussion the sponsor said he would revise the draft to address comments and returned the item to the Rules Committee’s next meeting for further consideration.
