Rules Committee forwards Gwyneth Borden appointment to full board after public endorsement

The San Francisco Board of Supervisors Rules Committee voted to forward the mayor’s nomination of Gwyneth Borden to the Planning Commission to the full board with a favorable recommendation.
Borden, introduced at the committee, outlined a career focused on land-use policy and corporate citizenship work at IBM, saying she would "think carefully and thoroughly on the issues" and prioritize accessibility and community engagement. She said she does not own property in San Francisco and that neither her employer nor she has conflicts that would affect planning matters.
Committee members questioned how Borden would weigh competing interests when projects drew strong support from developers on one side and neighbors on the other. Borden said the role of a planning commissioner is to implement the general plan and "weigh the big picture of the public good," adding she would treat her appointing authority as one voice among many.
Numerous community leaders and organizational representatives spoke in favor of Borden. Jack Thierio, who said he served with Borden on a YMCA board, called her "very smart, very dedicated, very energetic" and "a terrific planning commissioner." Will Fowler of the Architectural Foundation of San Francisco cited Borden’s sustained support for the Build San Francisco program and said the group had "seen her support and energy." Jim Salinas Sr. of the Carpenters Union emphasized Borden’s accessibility and urged the committee to consider her willingness to devote substantial time to the post.
Deputy City Attorney Sheryl Adams told the committee that if the full board wanted to amend a favorable recommendation it could do so after the item comes forward. The committee moved Item 1 with recommendation and tabled Item 2 (the rejection motion) without objection.
The Rules Committee action is a committee recommendation only; the full Board of Supervisors will consider Borden’s appointment at a future meeting.
