Proposal to create Office of Public Safety would set aside $20 million for violence prevention

"We are proposing a $20,000,000 set aside," Avalos said, adding that "$2,000,000 of that is going to be for the public safety office to hire planners and analysts" to work with city departments on an interdisciplinary plan. The clerk had read Item 3 as a separate draft that would appropriate $10,000,000 per year for three years to support violence-prevention programs; Avalos described his proposal as an amendment of the whole.
Avalos said 25% of the set-aside would fund community policing and public-oversight programs focused on neighborhoods with high violent-crime incidence and public-housing sites, and that the proposal would include rapid-response funding to fix safety-related building damage in public housing.
Chair Supervisor Tom Ammiano moved to refer the item to the committee of the whole and continue it for one week to allow fuller deliberation. Public comment followed with speakers offering a mix of focused endorsements for violence-prevention funding and several off-topic remarks. No final decision or funding appropriation occurred at this meeting; the committee scheduled further review and stakeholder meetings before any formal action.
