Rules Committee advances multiple appointments: immigrant-rights, bond oversight, IHSS, bicycle and oversight panels

The San Francisco Rules Committee advanced a slate of appointments to advisory bodies and commissions, sending nominations to the full Board with recommendation.
Item 3 addressed three applicants for two seats on the Immigrant Rights Commission. Joaquin Gonzalez and Felix Levy were advanced; Michael Lim testified about sanctuary protections, ICE activity and outreach but the chair indicated other vacancies would present future opportunities. Gonzalez emphasized Filipino community representation and prior IRC leadership; Levy cited existing IRC service and outreach to Russian-speaking immigrants.
The committee also moved multiple other nominations forward as committee reports: Kristen Chu (League of Women Voters treasurer) for the citizen general obligation bond oversight committee; Elva Moran for the In-Home Supportive Services public authority (the committee also supported a residency waiver because Moran recently moved to Daly City); Mark Brandt to the Bicycle Advisory Committee; and Aleem Raja (deputy public defender) to the community oversight committee regarding enforcement of marijuana offenses, citing the need to monitor adherence to Chapter 12X, the city policy making marijuana offenses the lowest law-enforcement priority.
Later in the agenda the committee advanced Nino Parker for the Graffiti Advisory Board and Charles Siran for the Single-Room-Occupancy (SRO) Task Force; Siran described his long-term advocacy on HIV/AIDS issues and said he would represent persons living with HIV/AIDS on the task force.
Committee members generally praised applicants’ experience and, where appropriate, noted reasons for a residency waiver or for ensuring broader representation on advisory panels. No roll-call votes were recorded in the committee transcript; items were forwarded by consensus or voice motion to the full Board.
