At the conclusion of the open meeting the Rules Committee shifted to the closed-session portion of its agenda to consider pending claims and litigation involving the city. Deputy City Attorney Cheryl Adams said the committee would meet in closed session pursuant to Government Code section 54956.9(a) and San Francisco Administrative Code provisions.
Committee staff indicated the committee wished to move agenda items 6–9 to the Board of Supervisors with a recommendation. The committee also made and seconded a motion "to not disclose" regarding the closed-session discussion; the transcript records the motion and the statement "So moved."
