Rules Committee delays Graffiti Advisory Board at‑large appointment for two weeks

Supervisor Ross Mercarimi, chair of the San Francisco Rules Committee, on the committee’s agenda continued consideration of an at‑large appointment to the Graffiti Advisory Board for two weeks.

Gideon Kramer, a current nonvoting member of the Graffiti Advisory Board, told the committee he had served on the board for three years and was nominated to fill the at‑large voting seat vacated by Mikaela Hachter. "I've been a very active member of the board for the last 3 years, very vocal... but without the vote, I feel somewhat marginalized," Kramer said.

Committee members pressed Kramer about whether his work was city employment; Kramer said his Green Patrol program in the Mission Corridor is funded through the Clean City Coalition and described the funding as a grant relationship rather than direct city employment. Supervisors also raised procedural questions about how Kramer’s nonvoting seat would be filled if he assumed the at‑large seat; Kramer said he believed the advisory board had been reconstituted to 23 positions but said he was not sure of the exact composition.

Supervisor Tom Ammiano and others said they had introduced legislation last year to reconstitute the graffiti committee and asked the mayor’s office to provide outstanding nominations for several vacancies before the committee acted. Given those outstanding questions, the committee approved a two‑week continuance to allow staff to provide updated roster and mayoral nominations.

The continuance means the committee will revisit Kramer’s nomination and the Graffiti Advisory Board’s composition at its next Rules Committee meeting.
