Committee urges public‑works stewardship for Eagle Plaza and asks for nonprofit partnership

The Land Use and Transportation Committee voted Oct. 16 to forward a resolution urging the Department of Public Works to establish Eagle Plaza (383 Twelfth St.) as a formal street plaza under Administrative Code Chapter 94 and to solicit a plaza steward.
Brian Dahl, legislative aide to Supervisor Matt Dorsey, said Eagle Plaza opened in 2020 and has hosted farmers markets, festivals and community activations but has not been formally stewarded. He told the committee the District 6 office and local stakeholders see stewarding the plaza as an opportunity to sustain programming and public‑facing activities.
Ian Schneider, government affairs manager at Public Works, said plazas require stewards by legislation and that stewardship typically requires dedicated funding and an equitable RFP process. Schneider said Public Works is open to activating plaza stewardship where funding and procurement permit.
Speakers representing the Eagle Bar, Friends of Eagle Plaza and local nonprofits urged the committee to consider a coalition of nonprofits, including the Friends of Eagle Plaza, Folsom Street and other local partners, as plaza stewards. Lex Montiel (Eagle Bar) described prior stewardship efforts and asked the committee to consider the existing community coalition. Angel Adeoja (Folsom Street) and other community organizers said the plaza has been an important activation space during pandemic closures and urged renewed formal stewardship.
Chair Melgar moved to send the resolution to the full Board with a positive recommendation; the committee recorded unanimous support and the item will move to the Board for consideration.
