Saugerties board hears capital-project closeout, BCS and rebid plans for abatement and ADA work

The Saugerties Central School District Board of Education received an update on the district’s multi-year capital work on Sept. 10, hearing that construction has reached substantial completion and that teams are compiling punch lists and as-built documentation as the project moves into closeout.
The presenters said secure vestibules have been installed at each school and that remaining work—finishing openings and minor items—will be completed during second shifts over the coming weeks. The board was told some late-summer changes added an extra door at one vestibule that still requires final opening work.
The district’s Building Condition Survey (BCS), the presenter said, is mandated by the New York State Education Department and is intended to create an inventory and a planning tool the district uses to build a five-year capital plan and an executive summary that must accompany any SED capital submission. “The building condition survey is mandated by New York State, SED,” the presenter said, explaining that the BCS distills hundreds of building data points into a single internal planning document.
Officials described a rebid plan for an abatement contract after the district rejected initial bids as noncompetitive; the district intends to rebid in November with the goal of completing abatement work and allowing district staff to install flooring, with a target closeout by June 2025. At Riccardi Elementary, planned 2024–25 capital-outlay work will focus on improving handicap accessibility—adding an exterior ramp, replacing door frames and hardware, and adding ADA push-button access—so the district can submit the package to SED by November and, if approved, construct the work next summer.
Board members asked about diagrammed entrances and accessibility status and raised practical questions about flooring installation timing and potential temporary bare-concrete conditions during remediation; presenters confirmed they will schedule disruptive work during breaks and take remediation steps to limit odor or other issues.
Next steps: the district will finalize punch lists and as-built records, rebid the abatement scope this fall, prepare the SED executive summary and five-year plan, and proceed with accessibility packaging for Riccardi pending SED timing.
