Kennesaw adopts capital improvement updates, honors longtime DDA member and approves promotions

Kennesaw — The Kennesaw City Council unanimously approved updates to the city’s capital improvement element (CIE) and short-term work program during a final public hearing, heard May crime statistics and personnel announcements, and accepted the resignation of David Lyons from the Downtown Development Authority.
Daryl, a city staff member, told the council the item was the required annual adoption for the CIE and short-term work program and that because Kennesaw collects impact fees the Department of Community Affairs requires a regionally reviewed accounting of capital projects. “It was reviewed by the Department of Community Affairs. It was duly advertised. They gave us the letter of approval to adopt by resolution,” Daryl said, and staff recommended adoption before the June 30 deadline.
After the presentation the mayor called for a motion; the council moved, seconded and approved the updates by unanimous vote.
The council then approved a 10-item consent agenda without objection.
Police Chief (unnamed) presented crime statistics for May 2025 and reported 105 Group A offense incidents in May 2025 compared with 130 in May 2024, citing reductions in simple assaults (down 16) and drug/narcotics offenses (down 9). The council voted to accept the crime statistics as presented.
Earlier in the meeting the council and attendees honored David Lyons for 14 years of service on the Downtown Development Authority. Lyons said, “It’s been an honor to serve,” recalled moving to Kennesaw in 1994 and thanked the community. Councilmember Tracy and others praised Lyons’ longtime civic involvement, noting his additional service on the English Oaks subdivision board.
The chief also announced promotions that occurred earlier that afternoon, including Sean Phillips’ promotion to sergeant and Chris Crane’s promotion to lieutenant; the mayor and council congratulated the officers.
During public comment, Andrew Bremer offered a local-history remark urging recognition of Robert Seymour Macomb’s role in area projects and place names. The meeting closed with routine council updates and, without an executive session, adjourned at 6:44 p.m.
What happens next: The adopted updates to the CIE and short-term work program will be reflected in the city’s published capital plan and the record of the June meeting.
