Isabella, the city’s finance staff member who presented the ordinance, described the budget as balanced and listed line-item totals including a $28,126,195 general fund; special revenue examples included the emergency telephone system fund at $1,309,850, a hotel-motel fund at $1,872,171, a forfeited assets fund at $140,500 and a debt service fund at $956,288. The budget ordinance (No. 14-19) is effective July 1, 2025, through June 30, 2026.
Council also waived the second reading and approved Ordinance 14-20, an amendment to the pay and classification plan intended to align with the budget. Members stressed that the increases included police pay and other positions; several councilmembers expressed support for raising employee pay. The council approved both measures by voice vote.
The budget vote followed the required second-reading presentation and a public hearing at a prior meeting; staff told the council that one resident requested a copy of the budget since the last meeting but there were no substantive citizen objections recorded at this session. The city manager and finance staff said they will continue to monitor staffing and budget implementation over the coming year.
What’s next: the budget takes effect July 1, 2025, and city staff said any adjustments for implementation will be managed within the adopted appropriations.
