Regional Commission Finds NV Energy’s Existing Gas Line Upgrade in Conformance with Regional Plan

Tolley said the line is already installed and operating at 90 PSI, and that Nevada Revised Statutes and the Truckee Meadows Regional Plan require regional conformance review for regulator stations and mains that will operate over 100 PSI. He told commissioners that, because the proposal does not require a building permit or local land‑use entitlement, NV Energy submitted materials directly to the Truckee Meadows Regional Planning Agency (TMRPA) for the PRS conformance review.
Commissioners asked whether the application had been evaluated against the anticipated 2024 regional-plan updates, particularly the natural resources plan. Tolley replied that the key consideration for this item is the existing nature of the line and the pressure increase; if the project had required new earthwork or other construction triggering local review, staff would have examined natural‑resource impacts and public‑facilities implications in more detail. There was no public testimony at the hearing.
Following staff remarks, a commissioner moved to find the NV Energy gas‑line upgrade in conformance with the 2019 Truckee Meadows Regional Plan based on the findings in the staff report. Manny Becerra seconded the motion; the commission voted in favor and the motion passed.
