Mineola board retroactively declares emergency to repair Jackson Avenue Elementary roof, authorizes contractor

The Board of Education of the Mineola Union Free School District unanimously adopted a retroactive emergency declaration to repair and/or replace a damaged portion of the Jackson Avenue Elementary School gymnasium roof.
The resolution (reading identified as Resolution 80‑28) states district inspections and a report from H2M Architects and Engineers found delamination of the roof membrane caused by wind damage on Sept. 5, 2024, leaving the roof at risk of imminent failure. The board authorized the superintendent and assistant superintendent for business and operations to enter into an agreement with Moore Consulting to undertake emergency repairs without waiting for competitive bids under General Municipal Law §1034.
"The membrane, the black part on top, separated from the insulation underneath," said Will Herman, assistant superintendent, explaining the delamination and the risk that a strong wind could rip the roof off. He said Moore Consulting, the contractor used on the district's recent high school project, was available immediately to perform emergency work and that the district has submitted an insurance claim to the New York State Insurance Reciprocal; the amount of any reimbursement is not yet known.
Trustee Patrick Tolte moved the resolution and Cheryl Amposona seconded. The board approved the motion by voice vote.
The resolution also ratified prior emergency actions taken by district leadership to address the condition. The transcript and the resolution text identify H2M Architects and Engineers as the inspecting architect and Moore Consulting (listed with an address in the transcript) as the contractor selected to perform the work. The board did not state a contract dollar amount during the meeting.
Next steps noted in the meeting record: the superintendent and assistant superintendent are authorized to finalize the agreement with the contractor, and the district will continue its insurance follow-up to determine reimbursement. No competitive-bid waiver beyond the emergency authority under state law was recorded in the meeting minutes.
