Guilderland reports slight enrollment drop; officials note potential impact on foundation aid

District staff reported a small year-over-year enrollment decline at the Oct. 22 school board meeting that could affect state aid calculations.

Andrew (named staff; first speaking SEG 446) told the board that BEDS-day enrollment was finalized at 4,817 students for the current reporting year, down from 4,836 the previous year. "This year, our overall enrollment was a year-over-year decline," he said, and added that the district will use these numbers when projecting foundation aid and future staffing and budgeting needs.

Andrew cautioned that enrolment is only one factor in aid calculations: per-pupil foundation aid interacts with student needs and inflation. He also described two demographic trends contributing to the district’s change: fewer births within the district and reduced inflow of students historically seen in certain cohorts. "It was a sharper decrease in 2020 and 2021 births," he said, tying the pattern in part to pandemic-era birth-rate shifts.

Board members asked whether a COVID-era birth spike would affect kindergarten cohorts in 2025–26; Andrew replied that district-specific cohort projections are being developed and that uncertainty remains about how quickly birth rates will rebound.

The report drew no formal action at the meeting; board members said they would analyze projections and related budget implications.
