Board adopts Code of Conduct after second reading; asks policy committee to revisit student dress-code language

During discussion, Trustee (speaker 8) said she had been "grappling" with Part 5 of the Code of Conduct (student dress code), arguing that some language — for example provisions that prohibit "visible underwear" or visible straps — risks reinforcing bias or shaming and that the board should avoid judgmental or value-based wording. She said she reviewed alternative approaches, including Seattle's dress-code language, and asked for reconsideration of tone and phrasing.
Another trustee (speaker 9) said district attorneys recommended approving the current draft tonight and then processing an amendment through the policy committee and a targeted public hearing on the specific section rather than reopening the entire code, an approach the board accepted.
A staff member reported a student survey of roughly 70 respondents conducted this summer that had mixed results on dress-code preferences; speaker 11 said further student leadership engagement is planned in September.
Trustee 9 moved and Trustee 8 seconded a directive asking the policy committee to consider a possible amendment to Section 5 of the Code of Conduct. The board voted in favor of the directive.
The board approved the bundled agenda item that included the code adoption. Trustees said the policy committee will conduct the review and, if needed, schedule a narrow public hearing on any proposed amendment to Section 5.
What happens next: The Code of Conduct is adopted as presented; the policy committee will review Section 5 and return recommendations and, if recommended, the board will hold a focused public hearing on proposed language changes.
