Franklin County secures state match for long‑running Farmdale sanitation project

Franklin County fiscal court on June 4 approved a resolution to accept $1,250,000 in state House Bill 723 funds to serve as the local match for a $1,250,000 federal Community Development Block Grant (CDBG) for the Farmdale Sanitation Project. County staff said the pairing of state and federal funds removes a long‑standing funding barrier and keeps the project on track to move from design into construction.
Logan, director of community planning at the Bluegrass Area Development District, told the court the state granted the HB 723 allocation specifically to provide matching funds for federal awards and that the county has already committed ARPA funds to meet the 5% local match requirement. “We submitted the application and the state approved the match; this resolution allows us to draw down those grant funds when needed,” Logan said.
Court members described the project as environmentally necessary and overdue. County staff explained that once design and construction invoices are incurred, the county will draw down CDBG funds first and then use the state allocation as match. Staff also said prior environmental reviews and coordination with EPA remain under active discussion to ensure all phases can be combined and funded in sequence.
Judge Miller noted the county has worked for years to assemble funding and local easements for the Farmdale project and said he expected groundbreaking within the near term if pending environmental and contracting steps proceed on schedule. The resolution authorizes the county judge/executive to sign grant documents and take the administrative steps needed to access both CDBG and HB 723 funds.
Finance staff confirmed that the HB 723 funds and the CDBG award together reduce the county’s incremental cash obligation: the 5% local match for grant administration will be covered by previously allocated ARPA funds, and no additional county cash is required at this time.
The court approved the resolution by voice vote.
